Robert A. Berman, President & Chief Executive Officer
Robert Berman has served as our President and Chief Executive Officer since March 2016. Since January 2000, Mr. Berman has served as the General Partner of Avon Road Partners, L.P., a limited partnership invested in real estate, broadcast media and the gaming industries. From 2006 through March 2015, Mr. Berman held the office of Chairman and Chief Executive Officer at Cinium Financial Services Corporation, a specialty finance company, and prior to which Mr. Berman was Chairman and Chief Executive Officer of Empire Resorts, Inc (NASDAQ:NYNY) a company he co-founded. Mr. Berman has served as an officer and director for both public and private companies in the hospitality, gaming, telecommunications and finance sectors. He has substantial capital markets experience having raised over $1 billion of both public and private debt and equity.
Eyal Hen, Chief Financial Officer
Eyal Hen has served as our Chief Financial Officer since May 2019. Mr. Hen has more than 16 years’ experience as a global finance and business management executive in corporate environments. In his most recent role prior to joining Rekor with VAYA Pharma Inc. as CFO/COO, Eyal developed finance, tax and operational strategies including monthly reporting, forecasts and budgets for headquarters and stakeholders. Prior to VAYA, Eyal was at Ormat Technologies, Inc. (NYSE: ORA) as Vice President of Finance and Administration. As part of his responsibilities at Ormat, Eyal oversaw all global financial reporting including SEC filing, US tax filing and global tax planning, and SOX compliance. He managed an annual budget of over $350 million while handling communication with investors, debtors, the board of directors and the company’s private equity partners. Eyal was a team member in project financing activities of more than $2 billion. He also was a key player with acquisitions at Ormat, overseeing more than $1 billion in grants awarded by the US government. Earlier in his career, Eyal was Senior Associate with PricewaterhouseCoopers. He holds a Bachelor of Arts in Economics and Accounting from Ben Gurion University (Israel), a Master of Business Administration from the University of Phoenix, and is an Israeli certified public accountant (CPA).
Claud v.S. “Lex” Eley, Outside General Counsel
Lex Eley has served as our outside general counsel since May 2019. Lex is a partner in the corporate practice of the Washington D.C. based law firm, Crowell & Moring LLP. Lex is not our employee, but serves as our outside general counsel pursuant to an outsourcing arrangement with Crowell & Moring. Crowell & Moring is an international law firm with more than 500 lawyers representing clients in litigation and arbitration, regulatory and transactional matters. Lex has more than two decades of US and international transactional, private equity, venture capital, and general corporate experience, and has previously served as outside general counsel to companies in various industries. He specializes in representing public and private companies in leveraged buyouts, growth equity investments, mergers and acquisitions, recapitalizations and joint ventures. Prior to joining Crowell & Moring, Lex was a partner in the Washington, New York and European offices of other international law firms.
Rod Hillman, Chief Operating Officer
Rod Hillman has served as our Chief Operating Officer since May 2019. From December 2013 to May 2019, Mr. Hillman served as President and Chief Operating Officer of Rekor Recognition Systems. Prior to joining Rekor, Mr. Hillman served in various executive level capacities in other companies and industries. From 2003-2012 he held the positions of Chief Operating Officer and Chief Financial Officer at Game Trading Technologies, Inc. (GTTI), a publicly traded company that he co-founded. Prior to his tenure at GTTI, Mr. Hillman was Vice President of Product Development at InterAct Accessories, Inc. and held various management positions at both Baltimore Gas & Electric and Constellation Energy Group. Mr. Hillman has an MS degree in Finance from Loyola College in Baltimore, Maryland, an MBA degree from the University of Baltimore, and a BS degree in Electrical and Computer Engineering from The Johns Hopkins University.
Matthew Hill, Chief Science Officer
Matthew Hill has served as our Chief Science Officer since March 2019. From June 2015 to March 2019, Mr. Hill led OpenALPR Technology, Inc., a software company he founded. From December 2010 to February 2016, Mr. Hill served as an Engineering Director for Riverbed Technology, Inc. From June 2005 to December 2010, Mr. Hill worked as an Applications Engineer for OPNET Technologies, Inc., which was subsequently acquired by Riverbed. Mr. Hill holds a BS in Computer Engineering from the University of Virginia.
Riaz Latifullah, Executive Vice President of Corporate Development
Riaz Latifullah has served as our Executive Vice President, Corporate Development since August 2017 and our Principal Financial and Accounting Officer since April 2018. Mr. Latifullah previously served as our Chief Financial Officer from March 2016 to August 2017. Prior to joining Rekor, Mr. Latifullah served as the Chief Financial Officer of the American Grandparents Association from July 2014 to December 2015. From June 2001 to June 2014, Mr. Latifullah served as a business consultant, Vice President, Financial Management, Senior Director Strategic Markets and Director Brand Operations for AARP, a non-profit organization that advocates on behalf of people over age 50. Mr. Latifullah holds an MBA from Stanford University, an MSE in Naval Architecture and Marine Engineering from the University of Michigan and a BS in Marine Engineering from the U.S. Merchant Marine Academy.
Charlie Degliomini, Executive Vice President of Government Relations and Corporate Communications
Charlie Degliomini has served as our Executive Vice President, Government Relations and Corporate Communications since May 2019. Mr. Degliomini is a respected leader in government affairs and public policy. He most recently served as Executive Vice President of Government Affairs and Corporate Communications and was also a Named Executive Officer for the NASDAQ-Global Market traded Empire Resorts, Inc. Mr. Degliomini’s experience spans both the private and public sectors. He was the President and a founder of Atlantic Communications, a New York-based corporate communications and government affairs management company and has served as Senior Vice President of Sales and Marketing of eLottery, Inc. He has worked with the US General Services Administration (GSA) as Chief of Staff to the Regional Administrator. Mr. Degliomini sits on the board of the Hudson Valley Economic Development Corporation, a public-private partnership that markets the Hudson Valley region as a prime business location to corporate executives, site selection consultants and real estate brokers. He also served on the boards of the Northern Orange & Sullivan Counties Boys and Girls Club and the New York Gaming Association. Mr. Degliomini has a B.A. in political science from Queens College.
Cathy Stanton, Vice President of Corporate Administration
Cathy Stanton has served as our Vice President, Corporate Administration since May 2019. Prior to that Ms. Stanton served as Director of Corporate Administration since January 2019 and has served as Senior Paralegal assisting General Counsel since June 2017. Before joining Rekor, Ms. Stanton worked as a Senior Paralegal at Grais & Ellsworth, LLP from January 2011 to December 2016. From January 1995 to December 2010, Ms. Stanton worked as a Senior Paralegal for in-house Corporate Counsel for Frontier Insurance Company. Ms. Stanton holds an A.A.S. in Paralegal Studies from Sullivan County Community College, NY and an Associates in Claims designation from the Insurance Institute of America.
Holt Cheuk, Director of Human Resources
Holt Cheuk has served as our Director of Human Resources since August 2019. Prior to this, Mr. Cheuk has had more than 8 years’ experience in human resources, servicing a diverse range of companies, both in size and industry. Before joining Rekor, Mr. Cheuk worked in Human Resources for McCormick and Company Inc., dealing with SOX compliance, Global HR practice alignment, and continuous process improvement. Prior to his tenure at McCormick and Company Inc., Mr. Cheuk worked in Human Resources for Vaya Pharma Inc. where he managed the full scope of their Hire to Retire HR function. With a strong focus on company culture and talent development, Mr. Cheuk is driven to develop a people centric environment. Mr. Cheuk has a M.S. degree in Human Resource Development from Towson University, and a B.A. degree in Economics from University of Maryland, College Park.
Scott Rutherford, Executive Vice President of Innovation
Scott Rutherford, the co-founder of Rekor Recognition Systems, Inc., has served as Executive Vice President of Innovation since May 2019. From June 2008 through May 2019, he served in the roles of President, Director of Engineering, Chief Strategic Officer, and Chief Technical Officer. From its initial founding as Pelican Mobile in 1996, Mr. Rutherford helped guide the Company through multiple transformations as Brekford Corp. and then Brekford Traffic Safety, Inc, leading to the technology centric Rekor of today. Mr. Rutherford has more than 35 years of entrepreneurial experience in conceiving, developing and building technical solutions for clients in both the private and government sectors. He created an industry leading “one-stop-shop” for emergency vehicle upfitting, which the Company sold an 80% share to Global Public Safety in 2017. Additionally, Mr. Rutherford was instrumental in launching Rekor’s automated traffic safety enforcement (ATSE) division in 2010 and continues today to create innovative mobile-based products in connection with Rekor’s emphasis on automated license plate recognition (ALPR) technology.
Payam Pourahmadi, Director of Product Development
Payam Pourahmadi has served as Director of Product Development for Rekor Recognition Systems since March 2019. Mr. Pourahmadi is a product development professional with the mind of an innovator. He is an experienced research and development manager with an applied knowledge of the manufacturing process and final design implementation of public safety equipment. Since joining Rekor in 2012 he has held numerous engineering positions and led several critical technology projects, including the development of our groundbreaking Move Over Enforcement Camera System. Mr. Pourahmadi also has significant experience in information technology and Six-Sigma Process. He has a BS degree in Biomedical Engineering from the University of Maryland and a BS degree in Electrical and Electronics Engineering from Polytechnic University.
Brad Schaeffer, Director of Operations
Brad Schaeffer has served as Director of Operations for Rekor Recognition Systems since May 2015. He has been with the company since June 2012 and formerly served as the program manager for several automated traffic safety enforcement programs in North America. Mr. Schaeffer has more than 12 years of experience in leading cross-functional project teams, new operation start-ups, and project delivery. As Director of Operations he leads the implementation of programs across North America and oversees the program management, field support, and product support teams. He is especially talented in creating and implementing customized operational solutions to meet the needs of even the most demanding customers. He received a BA in Business Administration from York College of Pennsylvania and is certified in Project Management from the University of Maryland, Baltimore County (UMBC). Mr. Schaeffer is also certified as a Police Traffic Laser/Radar Instructor by The Institute of Police Technology and Management.
Maurice Nelson, Vice President of Program Development
Maurice Nelson has served as Vice President of Program Development with efforts focused within our Government Relations sector since March 2019. Nelson joined Rekor in early 2010 as Managing Director, leading the charge of designing and developing Rekor’s traffic safety applications and service offerings. He has more than 24 years in both state, local, and private sector program implementation, automation, and development. As senior member of a Fortune 200 company integrator, he oversaw several major parking, motor vehicle administration, enforcement automation, and systems development integrations. He has implemented and managed one of the largest automated traffic enforcement programs (DC) in North America, grossing more than $100m per year, before moving on to assist with Maryland’s adoption of statewide legislation to expand Speed Monitoring Systems. He implemented, as a member of the Montgomery County (MD) Police Department, the State’s first School Speed Safety Programs. Nelson holds a bachelor’s degree in Counseling and a PMI from George Washington University and maintains numerous distinctions from his near quarter century of providing public safety services for law enforcement and the private sector.
Stacy Himpelmann, Director of Public Safety
Stacy Himpelmann has served as Director of Public Safety since August 2019. Ms. Himpelmann worked for the U.S. Secret Service for 10 years as a special agent. In this capacity Stacy analyzed, evaluated, disseminated, and maintained information about individuals, groups, and activities that posed a potential threat to persons, facilities, and events protected by the U.S. Secret Service. Stacy provided threat assessments and briefings as well as collaborated with other intelligence agencies pertinent to threat assessment and the prevention of targeted violence through the National Threat Assessment Center (NTAC). Stacy also worked as a criminal investigative analyst for the U.S. Department of State. Stacy graduated from the University of Chicago with a Bachelor’s degree in Criminal Justice. While in the Secret Service, Stacy completed numerous courses in Protective Intelligence, Investigations, Law Enforcement, as well as leadership.
Erik Stafford, Vice President of Sales and Marketing
Erik Stafford has served as Vice President of Sales and Marketing for Rekor Recognition Systems since March 2019. Mr. Stafford has nearly 15 years of experience in sales and business development and has built and led teams serving the commercial, SLED, healthcare, and federal markets. He has spent the last decade in the technology sector representing organizations in the software, hardware, and SaaS space, primarily focused on physical security and life safety solutions. Mr. Stafford has a BA degree in Political Science from Indiana University of Pennsylvania.
Michael Notarstefano, Director of Electronic Tolling Operations
Michael Notarstefano has served as Director of Electronic Tolling Operations for Rekor Recognition Systems since July 2019. Mr. Notarstefano has half a decade of experience in the public safety industry, beginning his career with the San Diego Police Department, and most recently in sales and business development for leading public safety software company, CentralSquare Technologies. In each of his roles, he has dedicated his efforts in mission critical software and has worked with leading state and local government agencies across the US. Mr. Notarstefano has a BS degree in Criminal Justice from California Baptist University.
